SHRM-CP vs SHRM-SCP: qualifications and career fit
SHRM-CP and SHRM-SCP share one exam format and content blueprint. Compare the level of decision each tests, the eligibility rules and how to choose.

SHRM-CP and SHRM-SCP test the same body of HR knowledge at two levels of responsibility. SHRM-CP is the operational certification: applying policy, running HR processes and handling day-to-day people issues. SHRM-SCP is the strategic one: setting policy, leading the HR function and tying people decisions to the organisation's goals.
From the outside the two exams look almost identical, so the choice rests on the decisions you make at work and the experience you can document.
What the two exams share
Both are built on the SHRM Body of Applied Skills and Knowledge (BASK). The 2026 certification handbook describes the same format for each: 134 multiple-choice questions, made up of 80 knowledge items and 54 situational judgment items, with unscored field-test items mixed in. The exam runs in two separately timed sections of up to 110 minutes, and results are reported on a scale of 120 to 200, with every pass reported as 200.
The content split is also identical. Half the exam covers the behavioural competency clusters (Leadership 19%, Business 17.5%, Interpersonal 13.5%) and half the HR knowledge domains (People 19%, Organization 18%, Workplace 13%). What changes is the level of thinking a question expects.
Where they differ
The decision being made. A CP question usually asks what an HR professional should do within an agreed policy or process. An SCP question more often asks what the organisation should do, and on what evidence.
Proficiency. The BASK sets out proficiency indicators for all HR professionals and further indicators for advanced, senior work. SCP preparation needs both.
Eligibility. SHRM-CP has no experience requirement. SHRM-SCP does.
Eligibility, read carefully
Under SHRM's eligibility criteria, SHRM-CP applicants need no HR title, degree or HR experience, although a working knowledge of HR is recommended. For SHRM-SCP you need either at least three years of strategic-level HR work, or to have held SHRM-CP for at least three years while working in, or moving into, a strategic role.
Two details are easy to miss. A year of strategic work only counts if it includes at least 1,000 hours of it, and more than 1,000 hours in one calendar year still counts as a single year. And three years of holding SHRM-CP does not qualify you on its own; the strategic role is part of the route.
One problem at two levels
Take rising staff turnover. At CP level, a manager reports that three people in one team have resigned in two months. The work is operational: review the exit-interview notes and pay data for that team, run the agreed retention process, and tell the manager clearly what HR can and cannot change within policy.
At SCP level, turnover is rising across several functions and threatens a growth plan. Now the question is about causes and choices. Is the driver pay, career progression, management quality or workload? What evidence would tell them apart, and which response deserves the budget? A strong strategic answer ends with a decision and a way of telling whether it worked.
If most of your week looks like the first paragraph, SHRM-CP fits. If you are regularly trusted with the second, and can document it, look at SHRM-SCP.
Choose by decisions, not job title
Titles are a poor guide. A senior HR business partner can spend most of the year on casework, while the only HR lead in a small firm may set policy for everyone. A better test is to list three decisions you made last quarter and who signed them off, then read them against the BASK indicators.
The level should also shape your practice. Shared explanations of HR principles work for both exams, but scenario practice needs to match your level: practising only operational scenarios leaves strategic questions untested, and vice versa.
Keeping the credential
Both certifications run on a three-year cycle. To recertify you either earn 60 professional development credits or retake the exam.
Next steps
For a study routine that works for either level, read how to study for SHRM-CP and SHRM-SCP. Because 54 of the 134 questions are situational judgment items, how to review situational judgment options is worth reading early. The SHRM-CP and SHRM-SCP exam guides cover each level in detail.
Qualifico provides knowledge and scenario practice for both levels, with flashcards for the terms that need to stick. It works alongside SHRM's own materials and has no role in eligibility or certification.
